Looking at Education

Here is an article about Uganda's Secondary Education Plan

What are your thoughts on education- it could be anything on education. What jumped out of the article for me was this statement,

"But students will repeat classes at their own cost"

Would that bring about a sense of responsibility in students and parents? Or is this a way for the system to weed out lesser-performing students?

Enviornmental education as a core-requirement? What's your take on it? I don't think it would be able to take off until it reaches a critical-awareness level among the general population. However, the same argument can be made for the beginnings of diversity education. Some people say we need it, some say otherwise.
